National University a failure Institution in Bangladesh 

"I don't want to give rice, I want to kill"

Recently discussed-criticized issue that the education cadre members are worried about is Hon'ble Education Minister's thunderous statement 'Government colleges will be monitored under autonomous universities'.

Undoubtedly, I applaud this laudable initiative. Cutting the head due to headache is an unsolvable issue. The contribution of Hon'ble Prime Minister to the education system is undeniable. Construction of educational infrastructure, subsidized and unpaid education and distribution of free textbooks are visible among them. The statement of a minister responsible for the most important sector of Bangladesh has rightly given birth to farce.


If the National University is a failed institution:


National University is a failed institution, it is rightly revealed in the speech of the Minister. National University has become nominally a certificate business institution of higher education. An organization started in 1992 is doing business all over Bangladesh alone. They have flourished by using government and private colleges which are a substitute for shooting friends in the neck.

 

Reason for failure:

1. Lack of sufficient will to implement higher education.

2. Introduction of honors and masters courses everywhere.

3. Admitting students in excess seats compared to capacity.

4. Admission of students without admission test.

5. Indifference of the National University to the infrastructural development of higher education institutions especially colleges.

6. Lumpy in inspection system and unscrupulous inspectors.

7. Encouraging the principals to give the in-course exam numbers to the students.

8. Not taking annual oral or practical examination.

9. Admission of students before the public university.

10. Not appointing teachers from own funds even though there is a shortage of teachers in colleges.

11. Not providing research opportunities to college teachers engaged in higher education as per university policies.

12. Negligence in evaluation of answer sheets and payment of honorarium by incompetent teachers in most cases.

13. Not paying honorarium to course teachers.

14. Ignoring the opinions of teachers engaged in higher education who are employed in government colleges.

15. Imposition of university rules on colleges run under the Ministry's rules.


Government Colleges and Issues:

Officials employed by the government are involved in teaching here as partners in the implementation of government orders. The contribution of government colleges in education system is essential where students can get education through qualified teachers by paying nominal fees.

1. Inconsistency in teacher student ratio.

2. Inadequate teachers.

3. A teacher like Hammer Doctor teaches ten to twelve subjects.

4. Class schedule disruption in internal and public examinations.

5. Class room crisis.

6. Lack of morale due to non-timely promotion of employed teachers.

7. Fewer opportunities for teachers compared to other jobs.

8. Improper adherence to transfer rules and interference and nepotism and bribery by Raghabboals in office in transfer.

9. Teachers and students are deprived of housing facilities.

10. Teachers and students are deprived of transportation facilities.

11. Deprived of ration facilities.

12. Upazila and District Junior Officers govern examination related matters.

13. Confusion about the National University and Ministry of Education.

14. Cultivation of political culture on college campuses.

15. Crushing by junior senior officer of own or different department.


Ministry of Education-Promise and Implementation:

None of the Ministers who have been assigned to the Ministry of Education so far have dared to make such a bold statement. As the former deputy minister has been working in the education department for the past year, he is aware of the problems in the education system, as a result of which everyone is hopeful that the existing problems in the education sector will be solved easily.


In previous years too, the education cadre members have repeatedly informed the previous cabinet about this same issue, but failed to bring about any visible change. The officials of BCS education cadre also think that the Ministry of Education has shown enough indifference in implementing the instructions of the Hon'ble Prime Minister. Only infrastructure development, unpaid and stipend education system can ensure good education is a kind of senseless thought. The improvement of social standards and opportunities for those engaged in higher education has been clearly neglected so that despite everything, the state has repeatedly failed to ensure good education.


The nation is enjoying the results of increasing bureaucratic dependence without including teachers and researchers even in important matters such as education policy or curriculum implementation and hopefully it will continue in the future.

Besides, the policy makers have repeatedly wanted to inform everyone that teachers' salaries have doubled, which I think is a sign of inferiority. The 8th pay scale is applicable to all, it is natural that all the employees will be covered by the same benefits in the state machinery.


"In the past years, I have seen a lot of difference between promises and implementation, that's why I am afraid to trust easily in someone's words. The implementation of the honorable Prime Minister's discipline is notable among them.


Public Universities and Independent Learning Environments:

Because public universities are autonomous, they face fewer bureaucratic complications in implementing higher education so that teachers and students have a kind of Enjoys open learning environment. Being an autonomous institution, the Ministry of Education failed to say a word about public universities, as a result of which Bangladesh's higher education was not still alive, it seems that the education war would have started by now.


Benefits of University Monitoring:

1. Opening new horizons in the field of education.

2. Appropriate class scheduling and participation of professors engaged in higher education colleges in maximum class activities.

3. Completing the course on time in the prescribed schedule.

4. Assigning the committee chairpersonship to a qualified teacher through thematic discussion.

5. Placement of newcomers in the fixed term of the committee is similar to the university where everyone in the department serves as chairman.

6. To establish research base.

7. To ensure the participation of students in the organization of meetings and seminars.

8. Keeping teacher student ratio right.

9. Each course teacher will be able to formulate question papers and evaluate answer papers.

9. Awarding certificates in the name of respective universities which will enable the students to become world class.


Demands to Hon'ble Minister:

1. To vest the management of the college under the University.

2. To provide timely promotion to teachers as per the University policy.

3. To provide free research opportunities to teachers.

4. Abolish bureaucratic education administration.

5. Establish monitoring cell controlled by education cadre at upazila district and divisional level.

'Easier said than done'

As soon as they get the office, there is a kind of reaction among the people and many people have said many things in the past. I am hopeful that this year's Minister Young Education Minister will be an exception to this and will be remembered in Sonar Bangla by writing his name in the pages of history by solving the problems related to education.
